Summary

Representative Walsh Innes of Yarmouth is a major piece of environmental legislation that expands the concept of establishing responsibility for end-of-life product recycling, an idea Maine has already applied to electronic products such as televisions and computers and is attempting to apply to the recovery of unused prescription drugs. This proposal would empower environmental officials to pursue any number of products sold in Maine.

Position

A Maine Merchants Association priority issue.

This is a large, complex bill with likely unintended consequences. We are opposed to the draft version of the bill and testified accordingly.

UPDATE (2/22/10): The amended final version of the bill is now posted at the right ->. (There may be some small word changes, but nothing dramatically different).

UPDATE (2/19/10): The committee unanimously passed a reduced version of the bill that will have DEP generate a report once a year on possible designated products and allows the Natural Resources committee to introduce legislation based on the recommendations. Although not perfect, the bill is dramatically improved.

UPDATE (2/4/10): First work session held and the bill sponsor has incorporated many changes to the original draft bill. The committee will now be working from the amended version listed at the right.
